Define institutional authority before runtime. SAC compiles principals, authority keys, intent scopes, execution constraints, validity windows, escalation paths, and lineage into deterministic, versioned Authority Schemas for binding into runtime governance.
Establish whether authority still has standing at the moment of consequence. Harmonic evaluates material change between authorization and execution and permits execution only when an admissible present-state position exists.
Enforce Harmonic decisions at the runtime boundary. The Adapter forwards side effects only after a valid PERMIT, binds execution to a short-lived cryptographic receipt, and fails closed when the required runtime guarantees are not established.
